Dr. Samms is a Harvard trained policy analyst and economist with extensive prior research in labor economics, public finance, and econometric analysis. Dr. Samms combines technical research with over ten years of executive, operations, consulting, and training experience in transforming inefficient organizations and underperforming talent.

Dr. Samms background in policy analysis, economics, systems engineering, quality management, and education enables him to efficiently diagnose complex, multi-faceted client concerns. His collaboratively designed methods of organizational change and quality management have been used as models by Fortune 100 companies, government agencies, and major research universities and they have been lauded in prominent publications including the New York Times and Washington Post.

Dr. Samms received his Ph.D. in Public Policy from Harvard University and holds a Bachelor’s and Master’s Degree in Industrial and Systems Engineering from the Georgia Institute of Technology. Dr. Samms also held a post-doctoral appointment at the National Bureau of Economic Research.
